Vacancy - Parish Clerk & Responsible financial Officer
Kingswear Parish Council are seeking to appoint an enthusiastic and self-motivated new clerk, whose role will be to manage all council functions, help the Council to address current challenges and to embrace future changes.
The Clerk is the Council’s Chief Officer, principal adviser and Responsible Financial Officer, assisting in the formation of policies and responsible for the effective management of all its business, resources, and operations.
We seek a forward thinking and proactive Clerk, who will work closely with Councillors, to deliver current Council services and seek out opportunities for improvements in the future. Applicants should be able to demonstrate some managerial experience and excellent administrative skills. They will have knowledge of local government law and procedures, or a willingness to undertake training and obtain a relevant qualification. Knowledge of the local area would also be an advantage.

The position is home based, working 20 hours per week over a minimum of three days. The salary is SCP LC2 18-23 (£29,269 - £32,076 pro rata) and will be dependent on skills, qualifications and experience. A working from home allowance will be paid.

- Organising and attending council meetings, preparing agendas and writing minutes
- Advising the Council on procedures
- Maintaining the Parish Council website
- Implementing the Council’s decisions
- Dealing with all correspondence including letters and emails
- Distributing relevant information to Councillors
- Acting as the Responsible Financial Officer, managing and reporting on the Council’s finances, including payroll, annual budget preparation, payment of invoices, VAT returns and preparation of the accounts for the annual audit.
- Liaising with District and County Councillors
- Dealing with enquiries from residents
