Residents Parking

The Parish Council at their February meeting, agreed to ask Devon County Council Highways to go out to formal consultation on a residents parking scheme which excludes permits for Guest Houses. DCC replied to say that any scheme would need to be policy compliant, which would include the allocation of guest house permits.
At our March meeting and in response to the above, the Residents Parking Working Group advised that DCC policy states:
‘Guest Houses & Hotels located at an eligible address that require on-street parking for guests, shall be eligible for guest house/hotel permits. This is only applicable if there is inadequate off-street parking in the area e.g. no park & ride and no district council or private car parks.’
The Residents Parking Working Group stated ‘We believe that in the proposed scheme, since there is only a maximum of a ten-minute walk for all guest house visitors to access a car park, that there is adequate parking nearby. Hence, not giving guest house permits will be policy compliant.’
The Council then advised that in regard to Dart Haven Marina car park, DCC have previously stated ‘Given the cost of the Marina Car Park, demand from other users along with the distance from this to the majority of the properties, I think it could be argued that this is not an adequate facility.’
The Parish Council have therefore agreed to go out to formal consultation with a policy compliant scheme, so as to determine/clarify whether for Kingswear, this would need to include guest house permits. Both the Residents Parking Working Group and the Parish Council, agree that a resident parking scheme which includes guest house permits in Kingswear would not be workable.
All residents & businesses in the Parish will be consulted on the scheme. Following the results of the formal consultation, a decision will be taken to implement.

Residents Parking Consultation – October 2021
In 2018, a proposal with questionnaire for a residents parking scheme in Kingswear Village was delivered to all properties in Kingswear Parish. An analysis of the result is on the Council website. 35% of households in the Parish replied; 56% of which were from Kingswear Village and 13% from the rest of the parish. 71% of those who responded supported the proposed scheme. After further consultation with DCC Highways we have now produced the following modified scheme, the estimated cost of which is approximately £10,000. We have £13,000 of uncommitted money. This includes a grant of £10,000 to help alleviate issues of the Covid Pandemic. This is over and above the Council’s required reserves. Since Covid has impinged heavily on parking issues, we would propose to use this grant for a Village residents parking scheme, although this has still to be voted on.
This parking scheme is proposed because there are limited parking spaces in the Village, and many residents find it hard to park their cars. In the holidays, during Dartmouth festivals and throughout the summer, boat owners, visitors, Dartmouth commuters and even Dartmouth residents use or advise their visitors to park for free in Kingswear. At these times parking is at a premium and many residents cannot park near their properties or even find a free space anywhere in the Village. Since the Covid Pandemic, parking has got even worse because more residents are choosing to work online in Kingswear. On many occasions Higher Contour Road becomes a long single-track road with few passing places which has created a safety issue for the Village especially when cars and vans drive up or down it at speed. Residents say this is unacceptable.
The modified scheme will be an extension to that currently in use very successfully in parts of the Village. All Village roads, except Castle Road beyond Inverdart Cottage, will be ‘Permit Holders Only Between 10-12noon and 4-6pm’. The limits of the restricted area will be signed at the following entrances to the Village: after Owls Wood, Mount Ridley Road near the playing field, after Inverdart Cottage in Castle Road, The Square near the Ferry Slip and after the cemetery corner. The 20-minute waiting bays at the Banjo and outside the Station will be retained.
Only households and tenants within the restricted area of Kingswear Village itself will be eligible to purchase parking permits. An annual car permit will cost £30. Residents can also buy a book of 30 permits for their visitors at a cost of £30 per book. Owners of registered Airbnb’s, B & B’s and holiday lets will be able to purchase an unlimited supply of Guest House Permit books solely for use by their guests (Subject to terms & conditions). This is a DCC policy, not a Parish Council one. Any business owner in the Village who needs a vehicle to run their business, people employed in the Village or regular carers can also apply for a permit.
Builders can still apply to DCC for a Dispensation Permit, for use only if they need constant access to their vehicle for work. This will be enforced.
Any Village permit holder will be able to park anywhere in the Village at any time where it is legal and safe to do so. Any villager who does not wish to purchase a permit for their vehicle/s will be subject to non-permit holder restrictions, but still be able to purchase a book of 30 visitor permits.
ADVANTAGES
1) Residents should be able to find a parking place in the Village, but not necessarily in front of or close to their home.
2) Visitors to the Village, and any parishioners living outside the Village area, can park on any road where it is safe and legal to do so before 10am, between 12noon and 4pm and after 6pm. This will support the hospitality businesses in the Village enabling people to park for lunch out and to visit Dartmouth etc.
3) The 4pm – 6pm restriction enables those with a valid parking permit returning from work, or a day out to find a parking place, before the roads fill up with people wishing to visit Dartmouth for the evening.
4) Builders will have to obtain a Dispensation Permit from DCC. If properly enforced, these will not allow them to park for their convenience, but only if their vehicle is essential for allowing easy access to tools etc that cannot be stored on site.
5) The scheme will prevent workers from Dartmouth and visiting yacht owners etc from using the current free parking.
DISADVANTAGES
1) Only residents within the restricted zone of Kingswear Village will be able to purchase permits.
2) Devon CC control the price of the permits and could raise their price at any time. All monies raised by the sale of permits goes to DCC, some of which is used for enforcement, but none comes back to Kingswear Parish.
3) Areas with a current restricted parking scheme will now be available for all Village permit holders to use and will no longer be exclusive.
4) Visitors to holiday lets, B & B’s and Airbnb’s will be able to park anywhere in the Village if legal and safe on displaying a valid Guest House Permit, potentially reducing the spaces available for residents.
5) The Parish Council would be spending £10,000 on this scheme, rather than on any other.

August 2020 Update:
County Councillor Jonathan Hawkins has recently met with officers at Devon Highways regarding residents parking, but unfortunately over the last few months, the Parish Council's response to Covid-19 has taken priority.
The Council's chairman, Lynne Maurer and Jonathan Hawkins will be meeting with the Community Residents Parking Working Group on 2nd September and any recommendations made will be discussed at our next Full Council meeting on 9th September 2020.
